A masonry drill bit of 10mm diameter and 160mm length. This is anchor territory rather than plug territory: the hole size for the larger fish plugs and for the steel expansion anchors used on machinery bases, structural brackets, gate posts and handrails. A 10mm hole in concrete asks a lot of a drill - a small cordless will struggle and overheat, so use a proper hammer drill and let it work at its own rate. Withdraw the bit often to clear spoil, because at this diameter a packed hole binds hard enough to twist the drill out of your hands. Check the depth against the anchor before you fix; a hole drilled short is the reason anchors sit proud and never pull up tight.
